Fee Allocation Committee Bylaws


Representing CSC and SE Majors

Student Selection

  1. The committee will have at least 5 and at most 15 student members. The majority will be upper division students. If possible, the committee will have some students who are lower division students as well as graduate students.
  2. To be nominated, students must be enrolled the quarter of the election as a CSC or SE major, have signatures of 10 other students enrolled as CSC or SE majors the same quarter, give a faculty reference, and provide a statement of interest. They should be planning to attend Cal Poly in Fall, Winter, and Spring of the coming academic year, and may not be on academic probation.
  3. If 5 to 15 students are nominated, then all will be on the committee subject to the constraint that the majority have junior, senior, or graduate standing. If a subset of the students must be selected to satisfy this constraint then the nominees, along with the department chair and any interested students, will meet to determine the final makeup of the committee. If a dispute arises over the final make up of the committee an election will be held as described below.
  4. If more than 15 students are nominated, an election will be held as described under Election Process.
  5. Only students (undergraduate and graduate) currently enrolled in the Computer Science Department (BS CSC, BS SE, MS CSC, or CSC Blended BS/MS) will be eligible to vote.

Faculty Selection and Responsibilities

  1. Three faculty members will be selected with the approval of the Computer Science Department faculty.
  2. The three faculty members will normally be the department chair, the Computer Science Department class scheduler, and the faculty lab coordinator.
  3. The faculty members' role is advisory and non-voting.

Committee Responsibilities and Roles

  1. All meetings are open meetings.
  2. At least once a year, the committee will hold open meetings to solicit student input, and review actual expenditures and future spending plans.
  3. Once elected, the committee can revise any part of its bylaws, subject to the approval of the Engineering Student Council Student Fee Oversight Committee.
  4. Committee members will also elect members for positions under Special Committee Roles. These positions are elected at the end of each Spring Quarter by the incoming committee.
  5. Decisions of the committee will be consistent with College of Engineering fee policy. A quorum will consist of one more than 50% of the voting members of the committee. Motions will be decided by a majority vote of those present.
  6. If the Computer Science Department Fee Allocation Committee cannot find a satisfactory resolution to an issue, the advice of the dean's office will be sought.

Special Committee Roles

  1. Chair (1 member)

    1. Voice and leader of the Computer Science Fee Allocation Committee
    2. Call the meetings
    3. Lead and organize the meetings
    4. Attend the College of Engineering Fee Allocation Committee Chairs Meeting called by the Dean of the College of Engineering
    5. Meet with the Vice-Chair, the Computer Science Department Chair, and the Computer Science Department Budget Analyst regularly for departmental needs
    6. Work with the Vice-Chair to prepare a budget proposal for the committee
  2. Vice-Chair (1 member)

    1. Liaison between the Computer Science Department and the Chair
    2. Lead and organize the meetings when the Chair is not present
    3. Attend the College of Engineering Fee Allocation Committee Chairs Meeting called by the Dean of the College of Engineering when the Chair is not present
    4. Attend the Computer Engineering Fee Allocation Committee and report back to the committee
    5. Meet with the Chair, the Computer Science Department Chair, and the Computer Science Department Budget Analyst regularly for departmental needs
    6. Work with the Chair to prepare a budget proposal for the committee
  3. Secretary (1 member)

    1. Record meeting notes at every meeting or assign another committee member when not present
    2. Type and submit the meeting notes to the department chair and the webmaster
    3. Make copies of proposal submissions and agenda items for the meeting
  4. Publicity Committee (3 members)

    1. Advertise every meeting to the students of computer science and software engineering
    2. Advertise the elections and the turn over meeting to the students of computer science and software engineering
    3. Meetings will be publicized in at least two ways (e.g. flyers, email, announcements in classes, posters)
  5. Webmaster (1 member)

    1. Maintain proposal submissions online
    2. E-mail proposal submissions to committee members
    3. Maintain and edit the e-mail committee member alias
    4. Upload meeting notes from the Secretary

Election Process

  1. The nomination and election process will be consistent with the College of Engineering Process.
  2. The nomination period will occur during the first three weeks of Spring Quarter.
  3. Students will be informed of the election process through a minimum of two forms of advertisement.
  4. Students will nominate themselves or nominate another student to serve on the committee, according to the guidelines stated above under "Student Selection".
  5. Nomination forms will be available on the web and outside the Computer Science Department office.
  6. Elections will be held during a 3-day period of the fourth week of Spring Quarter.
